  1. Strengthening resilience of older persons and persons with disabilities during COVID-19 and future disasters

 

  1. general description

The project “Strengthening resilience of older persons and persons with disabilities during COVID-19 and future disasters” is a three year initiative in the region of the Western Balkans, coordinated by the Red Cross of Serbia and supported by the European Union, Austrian Development Agency and Austrian Red Cross. Started in late 2020, it connects civil society partners from Serbia, Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Kosovo*and large civil society networks representing older persons and persons with disabilities at the level of European Union.

The overall objective of the project is to contribute to strengthened resilience of older persons and persons with disabilities in the Western Balkans during COVID-19 and future disasters.

The specific objective of the project is that older persons, persons with disabilities, CSOs and grassroots organisations are better able to cope with the COVID-19 situation in Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Serbia and Kosovo*.

 

  1. WHY FINANCIAL Support to third parties

This activity will demonstrate to community members, decision makers and civil society that context-tailored local-level mobilisation and activism can be effective for increasing inclusion of older persons and persons with disabilities and their participation in the community, including on development of public policy. Provision of support and activities that increase social inclusion and participation of older persons and persons with disabilities in local context will be presented as models that local level decision makers can consider for future support.

Within the framework of “Strengthening resilience of older persons and persons with disabilities during COVID-19 and future disasters”, we would like to request your best offer for one or combination of the following activities:

 

  • Local policy advocacy initiatives
  • Provision of small-scale volunteer based basic services for older persons and persons with disabilities that can be tested and then advocated for (e.g. reaching remote and rural, hard to reach areas)
  • Preparation of materials for local and national policy dialogue, public awareness raising and education
  • Awareness-raising and educational activities on the topics of social inclusion of older persons and persons with disabilities, active ageing, volunteering
  • Informal education/ lifelong learning initiatives in local communities
  • Cultural activities with participation of older persons and persons with disabilities
  • Adaptation of social and community environments which are not accessible for persons with disabilities to support their inclusion at community level

Education workshops for older persons/ persons with disabilities

3.     Description of the activity

e.g. Organising regular education workshops for older persons/ persons with disabilities on a range of topics facilitating social participation. The workshops will use the expertise of a range of professionals to cover different topics (e.g. creative writing, painting, pottery, cooking…) as well as the work of older persons/ persons with disabilities already having gone through the education themselves, as facilitators. The knowledge obtained through workshops will then be used in starting small-scale business in which the older persons/ persons with disabilities will organise exhibitions/ sell the products/ organise public events to present their work.

e.g. Older persons/ persons with disabilities obtain new skills and knowledge, are more active and participate in the social life of the community.

CSO members of the networks and CSOs who are active at local level in the target project sites, as well as grass root initiatives.

Please complete the Application Form including a detailed description of how you plan to address the activity, a budget and a work plan.

    1. Profit and loss account or statement of accounts of last 2 financial years
    2. Proof of liquidity: a confirmation that the organisation’s bank account has not been blocked in the past 24 months.

All prices are to be specified in local currency as well as in EURO, not including value added tax (VAT). VAT is not eligible under this Call for tenders, unless you can prove you cannot reclaim it.

  1. Award criteria

The contract shall be awarded in accordance with the best tenderer principle (best price-quality relation) and the evaluation criteria set down below.

 

  • Application submission on time
  • The budget is within the given frame
  • The activities are clearly formulated and coherent to reach the described result in the project
  • The applicant CSO is well cross-linked with relevant stakeholders for the respective initiative
  • The applicant CSO ideally provides some own resources, such as facilities, equipment, expendables, human resources and other sources of funding
  • The applicant CSO has the capacity to implement the activities and submit financial and narrative reports
  • The applicant CSO must ensure transparency and reliability
  • Only applications using the template will be considered
  • The contract will be awarded to the best price-quality ratio of the proposed activities
